National Institute of Public Health Training and Research (NIPHTR) Mumbai, the first training Centre established in 1957 under the Union Ministry of Health & Family Welfare, GOI. As a Central Training Institute of MoHFW, GOI its purpose is to conduct in-service training for the doctors and paramedical personnel of the country on key public health issues to enhance their knowledge and skills for better delivery of health care services for Universal Health coverage to achieve Sustainable Development Goals (SDG's).
During more than 60 years the Institute has conducted various training programmes for Central Health Officers, District Health Officers, Medical Officers, District Education & Media Officers, Principals and faculties of Health and Family Welfare Training Centres and Paramedicals from all over the country. WHO fellowship programmes for fellows from South East Asian Region countries are held on RCH, Gender Issues, Management Information System (MIS), Safe Motherhood and HIV/AIDS.
In 1987 NIPHTR Mumbai started a one year Diploma in Health Education (now renamed as Diploma in Health Promotion Education) for paramedical personnel working at PHC/Sub centre, under the “Development of National Trained Health Manpower for the training of health education specialists and paramedical workers scheme”. This course is affiliated to the International Institute for Population Sciences (IIPS), Mumbai, Deemed University of MoHFW, GOI.
Since the launch of NRHM there was a demand for human resources having practical knowledge of newer and appropriate technology conducive to changing public health trends in rural and urban health care delivery. In 2007 NIPHTR started Post Graduate Diploma in Community Health Care (PGDCHC) course. This course is designed to develop skilled Mid – level health care providers in the field of essential health care and public health services. The course is affiliated to the International Institute for Population Sciences (IIPS), Mumbai, Deemed University of MoHFW, GOI.
Ministry of Health & Family Welfare in collaboration with Indira Gandhi National Open University (IGNOU) has started a “Bridge Programme” to develop a pool of Mid-level health care providers to strengthen sub-centres and renamed as Health & Wellness Centres. PGDCHC curriculum which was reviewed and revised on completion of its 10 years also includes topic which are part of the Bridge Programme. PGDCHC course creates a pool of Mid-level health care providers to deliver Comprehensive Primary Health Care for better implementation of National Health Programmes to achieve Sustainable Development Goals 2030.
At the end of the course students will be able to-

Students will record the case studies and procedures in the Log-book prepared by NIPHTR.
Evaluation will be done by Semester and Choice Based Credit System as per the guidelines of University Grants Commission (UGS) by Semester Grade Point Average (SGPA) and Cumulative Grade Point Average (CGPA).

Diploma for PGDCHC is awarded by International Institute for Population Sciences (IIPS), Mumbai to the successful students in a convocation ceremony every year. A student whose overall performance adjudged to the best, are awarded the IIPS Gold and Silver Medal.
